The Haryana Technical Education Department has taken a lead in the country by introducing 'On-Line Off-Campus' counseling for admissions to all Post Graduate, Under Graduate and Diploma Level Courses, in the purview of technical education, for the session 2006-07. A spokesman of the department said that it has been decided to abolish the State Level Entrance Test for B.E./B.Tech. and Management Courses. The admission to these courses would now be based upon the National Level Test AIEEE-2006 conducted by CBSE and MAT conducted by AIMA respectively. However, admissions to further technical courses like MCA/MBA, B. Pharmacy and Hotel Management and diploma would be based on State Entrance Tests because there is no National Level Test for these courses. He said that in case of admission in Engineering and Management courses students would not have to appear for multiple entrance tests. The new system of 'On-Line Off-Campus' counseling would replace the physical counseling. He stated that previously, students and parents had to travel more than hundreds of kilometers to the designated places for physical counseling resulting in transportation and lodging/boarding charges. 'On-Line Off Campus' counseling would bring the travel and financial burdens on the students and parents to almost zero level. He also revealed that the system would be cent-percent transparent as the students would get sufficient time to think and decide about the final as there were many choices as he desires from any where in the country at any time by having internet connection at his home. The preliminary information giving the details of seats, fee structure, the procedure of 'On-Line Off- Campus Counseling is available on the department website i.e. techeduhry.nic.in The detailed prospectus would also be put up on the web site very shortly. He said that the budget of the department had been increased from Rs. 29 crore to 50 crore last year for providing latest machinery and equipment, computers and training to the teachers in Govt./Aided institutions. Faculty has been recruited for the Govt./Aided Engineering Colleges and requisition had been sent to the Staff Service Selection Board for Polytechnic institutions. Due to other academic initiatives to improve the quality of technical education, the over all placement of the department through campus had improved from 35 per cent to 60 per cent. The department envisages to provide 100 per cent placement of technical institutes within three to four years through campus selections. He remarked that the results of polytechnics had also improved appreciably. He said that 25 per cent capacity over the previous year had been enhanced and more polytechnics were being established at Sangi(Rohtak) Lisana (Rewari) & Bassi (Gurgaon). The specialized courses in the emerging areas are being started at UG/PG and Diploma Level. The current year plan budget has also gone up to Rs.60 crores. To enhance the girls participation in the technical education, 25 per cent horizontal reservation is being provided to them from the year 2006-07 and also free books/ toolkit worth Rs. 2500 would be provided to every girl admitted in Govt./aided technical institutes. Also separate merit list of girl students for every discipline would be prepared and a cash award of Rs. 5100 would be given to the girl student who shall top in every discipline in the Board or University examination.
